The Mid-Kaweah GSA was establishedon Sept. 14, 2015, through execution of the Mid-Kaweah Groundwater SubbasinJoint Powers Authority (JPA) between the City of Visalia, the City of Tulare(including its Board of Public Utilities Commissioners), and Tulare IrrigationDistrict. The agency is led by a six-member Board of Directors comprisedof two representatives each of the three local public accountable fordevelopment and implementation of a Groundwater Sustainability Plan pursuant tothe Sustainable Groundwater Management Act of 2014. As required by theJPA, each director is a publicly elected officer of the founding agency and isappointed to serve by their respective legislative body.
